Company is running multiple clinical trials with plans to start additional trials in the near future. Each trial
requires multiple employee roles where workload depends on multiple factors such as number of patients
in each trial, number of sites, length of the trial, and others.  Each projected clinical trial has several start
options or could be outsourced.  Company faces both budgeting and headcount constraints, current and
projected.
